Leander (pop. 32,000) is 22 miles north of Austin, and offers the beauty of the Texas Hill Country, the amenities of the Greater Austin Region without the traffic and bustle, and the exciting opportunity to be part of a community on its way up, with rapid population growth, and quality residential, commercial and transit-oriented development. Leander offers Texas Hill Country living near the Austin metropolitan area. Scenic landscapes, abundant wildlife and waterways are common sights enjoyed by Leander residents and visitors. Named one of the fastest growing cities in Texas in 2007, Leander continues its transformation into a destination city – to live, work and play.

Leander has grown from 26,561 (2010 census) to over 32,000 today, and eventual build out estimates are over 200,000 residents. The City has 27.6 square miles in its corporate limits and another 34.9 square miles in its Extraterritorial Jurisdiction (ETJ), which is primarily in Williamson County with a portion in Travis County. The Planning Department is comprised of the Planning Director, a Planner and a Planning Coordinator. Reporting to the Director of Development Services, the Planning Director oversees a department that provides comprehensive land use services, both to the public and to the City, in support of the preservation, assistance and regulation of development within Leander and its ETJ. Important duties of the Planning Department also include providing development standards to those wanting to develop property in the City or its ETJ; preservation of neighborhoods through zoning ordinance compliance; maintaining and updating the City’s various maps, including Zoning, City Limits, ETJ, and Roadway Plan; providing staff support of the Planning & Zoning Commission, City Council, Board of Adjustments, and other citizen advisory committees; and administering the zoning, subdivision and site development processes.

The Department utilizes and administers the award-winning Composite Zoning Ordinance, establishing development standards for property within the city limits (excluding the TOD). The Ordinance includes site development standards for each zoning district and is comprised of three components: General Use, Site and Architecture.

Required education includes a Bachelor’s degree from an accredited college or university with major coursework in planning, engineering, public administration, or a closely related field; a graduate degree in a related field is preferred. AICP designation is strongly preferred. Eight years experience in municipal planning services or equivalent is required, with a minimum of four years experience in a managerial role. The ideal candidate will have extensive work experience in a comparable or larger municipality within an urban environment and detailed knowledge of current planning techniques such as Form-Based Codes and Planned Development Districts. Candidates who have worked in a transit oriented environment are particularly sought. The City may consider substitutions of education, training or experience on a case by case basis.
